So people have been complaining about his blank expression.
But when you compare it to his original NES sprites, it makes sense.

That’s one thing I really liked that they did with him, they were really focusing on how much of a robot he is, as opposed to the more human-esque side of him you see normally portrayed.

I was really shocked they made his eyes digital displays and it actually makes a lot of sense. Seeing his eyes flicker and focus was just one of those moments watching the trailer where I was like “DAMN”. I’m just so used to thinking he’s an almost perfect humanoid robot that I forget that he IS a machine. And to show him off as a less then perfect robot in design was a really intense portrayal.

I guess this is silly rambling, but I really love what they did with his design. He really comes across as a badass super fighting robot, and if that’s not fucking awesome I don’t know what is. 
(not to say I don’t love seeing his more human side either! I just think this is a nice, refreshing touch to remind people he is indeed a robot. believe me, I LOVE MEGAMAN AS A CUTE KID AND A BADASS ROBOT)

so its a callback to the idea that rock should barely have any sembalnce of personality due to being a simple service bot and not a true ai like his eventual predecessor x.
